Step 1
Firstly of all, open up the image that you would like to change the eye color.
Step 2
Using any selection tool ( lasso tool / polygonal lasso tool) that you feel comfortable to use, select the eyes that you would like to change the eye color.
Step 3
Click Ctrl+J to make a new layer of the selection.
Step 4
Go to Image>Adjust/Saturation (Ctrl+U) and when the dialog box appear, make sure that Colorize box is checked. Now play around with the Hue Slider to choose your color.
